Mikayel Khachatryan

Mikael Khachatryan holds a PhD in Law and is an Associate Professor. He earned master's degrees from Paris 8 University (Vincennes-Saint-Denis) in France and the College of Europe in Bruges, Belgium. He also completed advanced studies in public policy and administration at the prestigious Fletcher School at Tufts University in the United States. In addition, he was a Fulbright Scholar at the Center for Public Health Law Research at Temple University (USA).

He worked in the Department of Relations with the ECHR at the Ministry of Justice of Armenia and was a member of the European Health Parliament in Brussels. From 2016 to 2022, he headed the International Cooperation Department within the Office of the Human Rights Defender of Armenia. On March 10, 2025, he was appointed Advisor to the Chairman of the State Revenue Committee of Armenia, primarily responsible for relations with the European Union, before being appointed by the Prime Minister as Armenia’s Customs Attaché to the European Union and the World Customs Organization.

Also an active researcher and lecturer, he is the author of around fifty scientific publications.
